Duties Description Under the direction of the Mental Health Program Manager 1, Director, Housing Development and Support, the incumbent is responsible for overall operations and supervision of the Homeless Support Unit. This Unit focuses on individuals who are homeless or at risk for homelessness due to risk factors including those related to the social determinants of health. The Unit will assist in the coordination of care for homeless individuals within relevant programs and maintain, analyze and share pertinent data across housing, healthcare, mental and behavioral health, and social services sectors to address the needs of this population. The Director will lead a team of staff and provide oversight to the Safe Option Supports (SOS) teams alongside community partners in order to develop and ensure the delivery of high quality and innovative services to some of the state's most vulnerable residents. The incumbent will work in close collaboration with a SOS Referral Hub, NYC's Street Homeless Outreach Teams, hospitals and others to ensure that those individuals who are in greatest need for this intensive service are identified, referred, and immediately connected to services. Additionally, the incumbent will have broad responsibilities for policy analysis, development and coordination of recommendations for the implementation of services and programs to serve mentally ill homeless population. The position's oversight will ensure that the behavioral health needs for the homeless population can be served.
 
 Specific duties include, but are not limited to, the following:

• Supervises and provides technical direction to unit staff on the needs of persons experiencing homelessness, the homelessness service system, and the strategies to address the social determinants of health, including the Critical Time Intervention (CTI) and Housing First service models. These strategies include coordination of housing, health, behavioral health, and social services in a person-centered manner, in pursuance of improved behavioral health outcomes and more efficient and effective use of resources aimed at serving this population.
• Provides direction and support to SOS CTI teams of trained mental health practitioners to work with emergency shelters, outreach providers, as well as permanent and supportive housing providers, to transition individuals living on the street into stable housing;
• Manage the development, coordination and the implementation of services and programs to serve mentally ill homeless population;
• Analyze and report on behavioral health policy issues impacting the mentally health wellness for individuals facing homelessness;
• Develops team outreach strategies to engage homeless individuals and assist them in accessing mental health services and housing; Suggests alternativeengagement approaches to communicating and supporting individuals with mental illness;
• Reviews the tracking of pre and post housing placement data and referral connections to evaluate effectiveness;
• Serves as the OMH lead in coordinating with multiple agencies referral services to connect those with greatest need for mental health treatment and support services, are identified, referred and connected to services. Coordinate with New York City-run first-line outreach teams, as well as the New York City Department of Social Services, to engage individuals experiencing street homelessness to help secure placement into emergency or supportive housing programs with wraparound social services.
• Develops policy and supports to promote community integration, self-advocacy for homeless individuals who request assistance and encourages these individuals to participate in programs and services to enhance the individual's quality of life and community, creating strong ties to support systems during critical periods of transition;
• Develops expansion plans from the current scope of work performed by "Critical Time Intervention teams," to increase the scale and expanded scope in NYC and throughout the State. • Summarize findings of research and analysis in drafts of memos, briefing materials, presentations, correspondence and reports;
• Communicate policy issues, providing programmatic oversight and technical direction to OMH staff and external community partners in the implementation of integrated mental health treatment and services to serve homeless individuals;
• Attends meetings, webinars and conferences convened with State and City partners;
• Interact in person, and by telephone, with staff from OMH facilities, other agencies, community providers, constituent groups, recipients and families;
• Serve on committees and special task forces as assigned;
• Assist the Bureau Director in the development and implementation of policies, programs and initiatives.
• Supervise subordinate staff and consultants. Assign and review work. Conduct performance evaluations.

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position. Candidates must have one year permanent service as a Mental Health Program Specialist 4, G-27 and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of the Civil Service Law.
