Duties Description The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 4, G-27, vacancy in the Bureau of Housing Development and Support. The Bureau is responsible for the management of more than 40,000 housing units statewide with additional development currently in the pipeline. This housing includes group homes, transitional apartments, single room occupancy units, supported housing rent subsidies and housing in family settings. The Bureau is also responsible for maximizing access to housing opportunities for individuals with diverse service needs.
 
 Under the general direction of the Mental Health Program Manager 1, Director, Housing Development and Support, the incumbent of this position will serve as an Assistant Director of the Bureau and will be responsible for managing the Housing Support Unit, which consists of the Capital Management Unit and the Housing Resource Utilization Unit. The incumbent will direct staff to provide overall project management for new residential development and for the renovation and/or relocation or redesign of existing residential programs. This function includes the hiring and oversight of consultants, appraisers, participation with lease and purchase negotiations, and approval of purchase or lease agreements. The incumbent must prioritize all projects and coordinate communication among all involved parties within OMH, outside agencies, consultants, architects and contractors for the development of new programs as well as the maintenance of existing programs. The incumbent will also work to improve the effectiveness of housing services and maximize the utilization of housing resources in New York State.
 
 Duties include, but are not limited to the following:

• Provide programmatic oversight and technical direction to Field Office Staff who perform activites to support housing programs concerning residential model development to promote Local Management and Accountabilty of Housing and Related Resources.
• Support the Bureau's Real Property function for OMH by assisting Voluntary Agencies with the development of community-based programs.
• Oversee project management of new residential development, renovation and/or relocation/redesign of existing residential programs. Manage and supervise a team of staff performing these functions.
• Collaborate with Field Offices, Finance Office and other staff on developing and administering Requests for Proposals (RFP) for residential programs.
• Oversee the Housing Utilitzation Unit's efforts to improve service delivery across the residential system, with the goal of identifying best practices in skill development to facilitate independence and housing stability.
• Assist the Bureau Director in the development and implementation of housing-related policies, programs and initiatives.
• Supervise subordinate staff.
• Serve as Designee representing the Commissioner on the Homeless Housing and Assistance Corporation Board of Directors.
• Manage all Housing related issues Statewide including the prioritization of capital projects for both the acquisition and renovation of real estate for new voluntary operated community-based programs and renovations to existing community based programs.
• Coordinate and oversee the various capital project activities. Such activities include but are not limited to the preparation of Project Justification Form applications, the preparation of Division of Budget submissions for approval of capital financing, oversight of the site selection process to conform with the “Site Selection Law”, oversight of construction projects and the approval of payments throughout the life of the project, the coordination of certification approval, and the coordination of project operating funding.
• Oversee and direct the maintenance of OMH's data base system to track the status of appraisals statewide, feasibility and other consultant studies as well as the status of the various capital projects.

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position. Candidates must have one year permanent service as a Mental Health Program Specialist 4, G-27 and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of the Civil Service Law.
